Book a Planning & Social Value ConsultationSecuring planning permission and delivering successful developments requires more than meeting technical planning requirements. Developers must navigate local authority expectations, engage meaningfully with communities and demonstrate how their projects contribute to local economic, social and environmental priorities.
At Verdantise, we support developers, housebuilders, main contractors and regeneration partners from early planning consultation through to Section 106 obligations, stakeholder engagement, subcontractor mobilisation and social value delivery.
Our expertise extends to public-sector procurement and contractual social value requirements, including PPN 002, helping clients align their commitments with relevant procurement frameworks, local priorities and project delivery expectations.
We bridge the gap between client objectives, council requirements and community expectations, helping developments progress with confidence while delivering credible, measurable outcomes.

This breadth of experience enables us to understand both the strategic requirements established during planning and procurement and the operational realities of delivering commitments across multiple projects, contractors and stakeholders.
We help clients move beyond commitments on paper to deliver outcomes that meet contractual expectations, respond to local needs and strengthen the long-term value of their developments.
A Section 106 agreement, also called a planning obligation, is a legal agreement between a developer or landowner and the local planning authority, made under section 106 of the Town and Country Planning Act 1990. It secures commitments needed to make a development acceptable in planning terms, such as affordable housing, infrastructure contributions, local employment and skills. Obligations must be necessary, directly related to the development, and fairly and reasonably related to it in scale and kind. Scotland uses a similar mechanism under Section 75.
PPN 002 is the Cabinet Office procurement policy note on taking account of social value when awarding central government contracts under the Procurement Act 2023. It replaced PPN 06/20 and applies to central government departments, executive agencies and non-departmental public bodies. These organisations must give social value a minimum weighting of 10% of the total score, and the commitments made by the winning supplier are written into the contract. Its use has been mandatory for procurements started on or after 1 October 2025.
They come from different routes. Section 106 obligations are attached to a planning permission, while social value commitments are usually made through procurement and contracts. On many developments they overlap, for example in local employment, apprenticeships, local supply-chain spend and community investment. Planning them together avoids duplication, keeps targets realistic and makes evidence easier to collect and report.
Ideally early, before or during pre-application consultation, so that engagement and social value commitments shape the application rather than being added later. We also support projects that are already on site: turning agreed obligations into contractor and subcontractor requirements, monitoring delivery and reporting evidence to the council or client.
Verdantise provides the strategic expertise and practical support to help your development meet its requirements, manage stakeholder expectations and deliver lasting local value.
